I was messing around with the renoise api and looks really good. I made a little screencast of the stuff I've been trying here:

The nice thing is, they have already a device called 'Formula device' wich lets you write your own functions and has some global variables and has up to 3 inputs from other tracks and the code in there will be executed for each beat. Looks very promising, but it still just works on the DSP parameter controlling domain, not yet for generating notes (as I was experimenting on my screencast).
It is still a nice tracker with a nice interface and very good features, and very flexible through that api. It's commercial though, but it's a very fair price.
